THE NIS SURVEYING AND MAPPING FOUNDATION

1.0 AIM:
“Building a sustainable future for Surveyors and the Nation”.
NIS Surveying and Mapping Foundation is our response to the needs to
help Surveyors with capacity building projects in Surveying and Mapping at local, state and federal level, and at our Universities, Polytechnics and other institutions in responsible for better education in surveying and mapping

It is a foundation to be established for the purpose of raising funds to finance partnership development project in Surveying and Mapping education and scholarship and supporting young Surveyors to build a sustainable future.

The foundation will seek to cooperate with FIG and donor agencies e.g UNDP, World Bank, UNESCO, FIG, etc, especially by seed funding development projects on Surveying and Mapping; in partnership with Government at all levels and promotion of high standard of education and licensing for Surveyors in line with modern technology.

The Foundation will establish a Surveying and Mapping Laboratory at NIS Secretariat fully equipped to handle production of maps from Satellite Imagery and Remote Sensing and make facility available to all Surveyors who have need to produce maps for economic development and sustainable needs and compliment industrial training centers for Universities, Polytechnic and institutions offering Geoinformation Technology (GIT).

2.0 STATUS:
NSM foundation – what is it?

2.1 The name of the Foundation is “NSM Foundation” - “THE FOUNDATION”

2.2 The Foundation will be established under the Nigerian Institution
of Surveyors which is registered under Nigerian Law.

3.0 The purpose of the foundation is to raise funds and make funds available:

3.1 To finance development projects, finance Surveying education, supporting
young surveyors and setting up a modern map production Laboratories in
order to build a sustainable future.

3.2 To promote high standard of education and training for Surveyors and
to facilitate Continuous Professional Development and development of new currilar to surveying education in Nigeria.

3.3 To educate and disseminate the uses of Surveying and Mapping in planning development and sustainable economic growth at local, state and federal levels, and in educational institutions.

3.4 To encourage research into all disciplines of Surveying and Mapping and
to disseminate the result of the research.

3.5 To liaise with international agencies such as United Nations, UNESCO,
World Bank, DFIG, etc., in seed funding Projects that have bearing on Surveying and Mapping inclusive of education and training.
To create jobs and involve Surveyors and Survey Firms in the execution of
all Survey activities while putting in place supervision through NIS Consult to meet standards for Surveyors to execute.

4.0 The Foundation aims to raise a fund of N50m (Fifty million Naira) in the
coming years. This will allow activities to be funded by using annual interest. Until then, The Foundation may use 50% of its annual income to supporting its aims.

5.0 The Foundation funds shall not be used to support normal activities of NIS.

6.0 The Foundation will be administered by NIS Secretariat and directed by a
Board of Five Directors appointed by the NIS Council; out of which two shall
be Directors of NIS Consult LTD.

7.0 The Directors of the Foundation will announce every year funds, for education,
Scholarship and grants available for Surveying and Mapping projects in
partnership with Government and donor agencies.

8.0 The Directors will also announce the distribution of funds and promote
the result of supported projects.

9.0 The Directors will liaise with donor agencies for funds to support sustainable
development projects in Surveying & Mapping, promotion of high standard of
education and training of Surveyors, scholarship and research and funding of
modern map laboratory at NIS Secretariat.

10.0 The majority of the (5) Directors shall have expertise in education in Surveying
disciplines and be familiar with NIS. One of the Directors shall be one of the Vice President of NIS. The remaining Directors shall not be members of the NIS Council. The NIS Council shall however appoint one of the directors to be the President of the Foundation.

11.0 The accounting year of the Foundation is a calendar year. Accounts shall be
prepared in conjunction with NIS Accounts and shall be audited together with
NIS account. The Account and Annual Report of the Foundation shall be
submitted at the AGM of NIS for its adoption. The Annual Report will include
information on fund raising activities undertaken and grants given.

12.0 If the Foundation is closed for any reason the remaining funds shall be used for
the purposes expressed in the objective of the Foundation on the decision of AGM.

13.0 Changes to this status may be made by NIS Council and ratified at AGM of NIS.

14 FUNDING: It is proposed that

14.1 The initial funding of the Foundation will come from NIS, SURCON and Members.

NIS - =N=3.0m SURCON - =N= 3.0m

All Fellows N2,000 each

All Members N1,500 each


Associates N1,000 each

State Branches N100,000.00 each

14.2 Donor Agencies – UNDP, UNESCO, WORLD BANK, FIG, etc., and other
development agencies will be approached for donations and contributions to
our partnership fund in development projects.

14.3 I also understand that Shell will assist with resource personnel if approached
to help to set up the Laboratory; and may even donate equipment. The NIS
Executive is charged with visiting the Shell MD and liaising with the Geomatic Department of Shell to achieve a positive result.

14.3 It is not out of place to also approach Chevron Texaco, Agip and Mobil for
similar contribution to the NSM Foundation.

15.0 TRUSTEES AND BOARD OF DIRECTORS

I am proposing for your approval/amendment/suggestions in line with the status
of my proposed foundation in the following: only for directors required except as
approved by Council.

The President of Nigerian Institution of Surveyors shall be Chairman, Board of Trustees/Directors.

15.1 Board Members:

6. Surveyor General of the Federation

10. Rector, FSS, Oyo
11. Rector Fed. Poly, Bauchi
12. HOD, NAU, Awka
13. HOD. Enugu State Uni.

The Board could be expanded but not two unwieldy considering that this is a new foundation without fund.

15.2 Trustees could be the same as NIS/NIS CONSULT.

16. CONCLUSION

I believe we can achieve this and change the course of future for our surveyors old and young especially those in institutions studying/offering Surveying and Mapping.

I believe that this whole idea will be considered and approved by Council in order to build an economic development and sustainable future for all Surveyors and the Nation.
This is the only way we can show what help we can give to Surveyors and the Nation.
We must not depend on the nation always to do something for us.

Growth and pursuit of excellence are never-ending quests. It therefore stands to reason that man must be built for success. We are endowed with the resources to succeed. When we had faith and use our resources optimally, nothing will hold us back from receiving out full potential.
